This rule will apply everywhere. Usually you should, use it with exceptions. (Eg disable a plugin everywhere except one specific page). It is also necessary if you would like to use a strict condition (query, user, post data, header, cookie, useragent, device) but you don’t use any non-strict conditions (like: page, url, etc.)
